Once someone goes through 90 days of coaching and training to reach that, there’s a level of sustainability and the focus becomes scaling. Some trainers and health coaches may feel this  is “success.” Most however, if they’re honest truly want a greater impact and influence and freedom in finances and time for themselves. That’s really phase 3.
